The Landing Craft, Air Cushion (LCAC) program erected two 66’ x 302’ PVC fabric covered metal truss facilities in 2000 at Naval Support Activity, Panama City . The purpose was to house 6 LCAC for emergency reactivation. The facilities were approved for materials stowage and activities associated with craft maintenance. Recently, the decision was made to eliminate the craft from the USN inventory and convert the facilities to light industrial activity. This Statement of Work defines the requirements for relocating one of the facilities approximately 500’ to allow the reclassification of the facility usage to light industrial. The 302’ facility is structurally constructed of 3 – 100’ sections that are not mechanically joined but are connected and sealed with the fabric covering. All power and HVAC systems will be removed by the government prior to relocation. REQUIREMENTS The Contractor shall perform the following efforts to relocate the facility: a. The facility must be transported as 3 – 100’ sections either intact or broken down and reconstructed. The transport distance is approximately 500’ across a sandy area prepared with crushed rock allowing level transport. b. The individual 100’ sections will be placed or erected on individual prepared foundation areas. The foundations will be prepared by the government. The facilities will be oriented as described by the government. c. Moving the building will require removal of the existing building tie downs for relocation. (The contractor may provide an optional plan and pricing for re-securing the facility at the new location in a manner and quantity similar to that existing in this statement of work.) d. The existing facilities are connected by a joint use gutter. This gutter shall be removed by the contractor prior to relocating the individual sections. e. The contractor shall use techniques for separating the fabric connections between the sections that permit a proper resealing after the facilities are moved. A proper resealing is by industry standard methods for vulcanizing PVC fabric. f. The contractor shall excavate the area around the facilities metal support foundation as needed to allow for lifting access however the contractor shall not damage the facility to be relocated or the facility that will remain during this relocation effort. Close proximity of the non-relocated facility shall require the contractor to access the foundation of the relocated facility from within the facility to be relocated. g. The contractor shall weld additional structures to the existing structure as needed to allow for transport. Any such structures shall be removed after transport and the area cleaned and sealed with Zinc Rich paint.
