Here is how we should proceed if you agree to give me the loan: 1. You make a transfer 500,000$ to 700,000$ 2. After 4 to 7 weeks I send you the national and provincial governments guarantees 3. You transfer the balance for the 1st amount required (2,000,000$) 4. Optional : Meeting with a controller/auditor chosen by you in Europe with the supplier of refinery equipments (I will also be there) then visit of project site. 5. up to 7.8 millions transferred by you in tranches to the factory equipment supplier account (balance will be given after delivery and test by his technician).
